Coverage The Telecommunications Regulatory Authority (TRA) has launched “Coverage” initiative, which is an integrated center that enables early and advanced detection of the coverage quality of mobile networks in the country. The Center conducts field surveys to test, measure and analyze the quality of mobile operator networks and simulate user experience. The launch of the initiative is part of TRA's strategy to develop telecommunications services and improve customer happiness by consistently improving the quality of services offered in the United Arab Emirates. Objectives of the initiative The initiative aims to identify and address network and coverage vulnerabilities in coordination with the UAE telecom operators. TRA sends analytical reports to the operators about the weaknesses and quality improvement of provided services, and maintains the follow-up with the licensees on the provided reports. The initiative contribute to ensuring the continuous development of quality of services provided in the UAE to achieve leadership and excellence in this sector at the regional and global levels. Evaluation Criteria The survey address mobile networks of licensees. Key Performance Indicators used in the survey include: Voice call setup success rate Voice call completion rate Voice call drop rate Voice quality Good coverage Data transfer rate Data latency Evaluation Criteria Voice call setup success rate: is the measure of calls that were successfully set up and normally terminated. Voice call completion rate: Percentage of attempts that resulted in successful voice call setup. Voice call drop rate: This refers to the disconnection of mobile calls by the network during a 90-second-call-holding period for each call. Voice quality: The overall voice quality rate is equal to the average voice quality on the downlink )The communication going from a satellite to ground( and uplink )The communication going from ground to a satellite), which refers to the network’s ability in achieving an acceptable level of voice quality Good coverage: This is based on signal strength, and refers to the network’s ability in achieving a signal strength of -100 dBm or higher, which is considered as a level of good coverage. Data transfer rate: is the rate of data transmission over the application protocol levels. Data latency: This metric reflects the time (in ms) that data packets need to travel from a user terminal through the operator’s network, to a remote server, and return – also known as Average Ping duration. This would be through reports of mystery shoppers, whom live the customer’s experience in a real situation, as well as conducting interviews with hotel’s IT managers, to address their plans and the main challenges they face. Surveys would also be conducted to assess the level of customer satisfaction regarding digital services in the place.
