mGovernment Description The UAE is witnessing a major shift in the field of telecommunications and information technology, which enhances its position among the developed nations. In May 2013, His Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice President, Prime Minister and Ruler of Dubai, announced the launch of a unique initiative that aims for Smart Government transformation. This announcement coincided with a burst of initiatives and projects, in all government entities at the local and federal levels whom have started reconsidering their strategies and plans, and making more efforts to develop their operations and services in line with the requirements of this transition. The UAE mGovernment is the cornerstone of this effort on the state level. A committee has been established to monitor the mGovernment initiative in the UAE. H.E Mohammad bin Abdullah Al Gergawi, Minister of Cabinet Affairs, has been appointed as the Chairman of the Committee. The Committee includes members of the Prime Minister’s Office from the Ministry of Cabinet Affairs, the TRA, du and Etisalat, and ICT Fund. Moreover, following on these efforts, the Supreme Committee has delegated the Telecommunications Regulatory Authority (TRA) to develop the national plan for achieving the mGovernment objectives, which seeks to enable and support government entities using the latest technologies to achieve the transition on national level and promote the provision of smart government services. The national plan for achieving the mGovernment objectives was launched in 2014 consistently with the national policy embodied in UAE vision 2021, the UAE national agenda, and the ICT sector strategy. TRA has developed a roadmap that includes milestones for the full implementation of the mGovernment initiative. The roadmap includes technical, administrative, regulatory, economic, informative and awareness aspects. Additionally, the TRA has developed comprehensive mGovernment guidelines to achieve the desired objective. In this context, the national mGovernment plan strives to allocate services, in addition to entrusting the mGovernment with a number of key roles to support the country’s transition. The App Store called ‘UAE Government Apps, contains a list of all the UAE Government apps over 300, developed by local and federal entities. The apps can be searched by sorting by emirate or entity. It is available on Android and iOS platforms. The UAE Government Apps is one of the main platforms for promoting awareness and usage of government applications as part of people's daily lives. It has been tested in the mGovernment Lab and provides a safe and secure way of accessing government services. It has a section for visitors which provides them information about services they might need prior to and during their visit to the UAE. One App One App includes more than 4000 government services. The application is designed to raise the government from interactive to proactive through artificial intelligence that understands in advance the needs of its users. The application will also save tens of millions of dirhams wasted in the development of hundreds of applications and annual service contracts This project will be in collaboration with departments and entities of electronic/mobile Government at the local Emirates level, to serve the various segments of customers. Such an application could include services at the federal and local emirate level. mSurvey The TRA developed a dedicated portal (msurvey.government.ae), an app and an API for mSurvey. Surveys can be conducted through these channels, which generate comparative and analytical reports. It aims to provide common cloud services that enable secure access to a range of integrated computing resources such as (networks, servers, storage apps and services) for all government entities in the UAE, in addition to connecting all these entities and enhancing communication and coordination among them. FedNet operations are managed from multiple data centers hosted in the UAE. This relieves government entities from hosting, maintaining and protecting their data centers. FedNet also applies MESH connectivity rather than point-to-point connectivity, where each entity would be able to connect to the other entities. The mGovernment Magazine The mGoverment Magazine sheds the light on smart apps launched by government entities, presents the views of apps users, in addition to other sections like national and international news, specialized reports, field reports and interviews. The magazine is published Monthly, and distributed on two tracks; the first track is government and semi-government entities, and the second track is public distribution on individuals. The distribution range has been expanded to include the GCC at this stage. The mGov magazine has an electronic version in a form of a website that includes all the paper-published materials in addition to daily updates and important subjects that emerge from time to time. e-Dirham The e-Dirham is a program launched by the Ministry of Finance in the UAE in 2001, where a system of payment software and digital gateways through different communication means has been developped to facilitate the collection of federal government services revenues through special prepaid cards, to improve processes of delivering public services. The second generation of e-Dirham system launched in 2011, is distinguished by its integration with international networks and payment means through platform systems able to flexible integration with mGovernment services apps, and capable for unlimited reformation and development of payment services apps through internet, mobile and electronic collection through different payment channels of international standards. It is a smart card issued by the Ministry of Finance to facilitate payments of fees for government services in different ministries. The National CRM In line with the UAE vision 2021, the National System for Managing Customer Relations initiative has been launched, along with establishing a national call center that provides services for all customers, nationals and residents, which would provide many channels to respond to customers’ needs. Moreover, a national base for customer relations management would be developed to increase the government access to central information about the nationals and residents preferences and complaints in addition to full information about their interactions. This would form a rich source for all government entities to reach the most convenient way for providing services for nationals and residents and making the best decisions in this matter, as well as working accordingly based on deep knowledge and strong awareness of the needs. Government Services Bus (GSB) The ‘Government Services Bus (GSB)’ Project is one of the mGovernment initiatives. It supports federal and local government entities in providing a number of their services through activating the electronic linkage and the smooth data exchange between the entities systems, which would facilitate the service provision to the customer without having to move from one government entity to the other. In the same time, it serves the government policies in establishing a linking platform for an integrated government as per the leadership wise directives, and according to the highest standards of digital safety and security. The project aims to support the harmonization, coordination and integration among all government entities. This project has great benefits in terms of enhancing the customers’ experience, as well as enabling government entities easy access to multiple data sources, thus, providing government services based on best reliable and updated resources. The launch of this project comes in response to the directives of H.H Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice President and Prime Minister and Ruler of Dubai, that ‘the next phase is connecting services and improving the quality of applications and achieving high satisfaction rates’. So that access to services would be easier, faster and simpler, which enhances the concept of the mGovernment and achieve government integration, hence, contributing to the happiness and satisfaction of the customers. Smart Pass Smart Pass project allows using unified data entry for online government transactions. Every person would have a unified ID number that could be used for facilitating e-transactions for local and federal government entities, in addition to easy access to all their provided services. This project comes in the context of the national efforts aiming to achieve the pillars of the ‘inclusive government’, and improving the electronic/mobile government consistently with the concept of ‘interconnected government’ that the UAE aspires to achieve. This application would benefit all nationals and residents of the UAE, by providing their transactions without having to visit government entities, as well as providing a number of transactions in various government entities through single sign-on. Moreover, there are 300 smart pass devices, which TRA plans to increase to 900 devices, distributed in the countries, many of which operate around the clock, to facilitate the service provision in convenient timing for customer, in an easy and secure manner through reliable identity.
